- A postgraduate with not less than a first degree and second-class honor (upper division)
- An acknowledge full-time student of a federal institution or a state university
- UG and HND, and NCE applicants should be acknowledged full-time students who are from level 200 and above in a federal institution, polytechnic, or mono-technic and college of education.
- All undergraduates applying for this scholarship should have a minimum of 4.0 as their Cumulative Grade points Aggregate(CGPA) on a grading scale of 5 point
- Candidates with NCE and HND must have a minimum of 3.0 CGPA and above on a grading scale of 4.0.
